NAME: The name of the Association shall be 'The Seaford Residents' Association.'
MEMBERSHIP: Membership of the Association shall be open to all permanent residents of the Town of Seaford who are qualified for inclusion on the electoral roll.
AIM: The aim of the Association is to serve the residents of the town and its environs.
OBJECTIVES:
- To provide a forum for open meetings on topics of general interest.

To act as a 'watchdog' on proposals for changes to the town.

To monitor planning applications and proposals from statutory bodies and respond in accordance with the aim.

To advance suggestions for improvements to local amenities and endeavour to see that they are carried through.

To develop, and maintain, contact with the Seaford Town Council, Lewes District Council, East Sussex County Council and other bodies in the United Kingdom and the European Union, both directly and through elected members, in matters relating to the exercise of their respective statutory functions.

To liaise with organisations locally with similar interests.

Subject to the approval of an Executive Committee meeting, to campaign, support or submit objections and evidence to appropriate bodies on issues affecting Seaford residents.

To conduct its affairs on a strictly non-party political, non-sectarian basis.
RULES
- OFFICERS AND EXECUTIVE COMMITTEE:
The Executive Committee shall consist of the following who must be current members of the Association:
- The Officers of the Association, who shall be an Honorary Chairman, Honorary Vice Chairman, Honorary Secretary, Honorary Treasurer, Honorary Editor of "The Seaford Resident" and Honorary Records Secretary
- Not more than 10 Committee Members.
Other than the Chair and Vice Chair, all Officers shall be elected at the Annual General Meeting and their period of office shall be for not more than two consecutive terms of three years. Following two consecutive terms of office, they shall not be eligible for re-election to any position on the Executive Committee for a period of one year.
The Committee Members shall be elected at the Annual General Meeting and shall hold office for a period of three years, provided that, where possible, one half of the Committee Members shall retire annually and be eligible for re-election.
The Executive Committee shall, at its meeting next following the Annual General Meeting, appoint a Chairman/woman and a Vice-Chairman/woman from amongst the members of the committee.
The Executive Committee may appoint from within its members an Honorary Assistant Treasurer and an Honorary Minutes Secretary.
The Executive Committee shall be empowered to act for the Association in all matters save that the sanction of a General Meeting shall be obtained for the following:-
- All matters of major policy.
- Financial matters, other than the printing and distribution of "The Seaford Resident", involving an expenditure of over £100, this amount to be index-linked from 1996, the current amount to be reported to each subsequent AGM.
In a case of urgency the Committee may act, in which case the members of the Committee will become liable for recompense to the Association if the General Meeting does not approve its action.
- All matters specified as requiring the authority of a General Meeting.
The Executive Committee shall have the right to co-opt any person, who need not be a member of the Association, for a specific purpose and such person shall serve on the Committee as a non-voting member
- a) until the next Annual General Meeting or
- b) until the purpose of the co-option is achieved if less than a).
- SUBSCRIPTION:
Members will be charged an annual subscription which, normally, entitles them to receive a copy of "The Seaford Resident" three times a year and entry to two General Meetings and the Annual General Meeting. A change in subscription shall be decided at the General Meeting preceding the Annual General Meeting which considers the accounts for the previous year. The subscription year shall run from 1st January in each year.
- ARREARS:
A person shall be deemed to be in arrears of subscription if this has not been received by the Treasurer by 28th February. Persons who have not paid by 31st January will receive a reminder in their February mailing of "The Seaford Resident".
- ACCOUNTS.
The accounts of the Association shall be made up to 31st December in each year. The Honorary Treasurer shall submit them to the Executive Committee for approval and, after independent examination, to the Annual General Meeting for adoption.
- MEETINGS:
Normally, three meetings shall be held each year, the first of which shall be the Annual General Meeting.
Extraordinary General Meetings may be held from time to time as required:-
- to present a particular item of interest
- to meet the request of a minimum of twenty members of the Association, giving details adequate and accurate enough to enable other members to form an assessment of the need for the request. Such a request shall be in the hands of the Honorary Secretary in time to permit all members to receive seven days notice.
- WINDING - UP:
In the event of the winding up of the Association the assets and final balance of funds, after all debts have been duly paid, shall be disposed of in accordance with the wishes of the majority of members present, and voting, at the final Special Meeting.
- CHANGE OF CONSTITUTION:
These rules shall only be amended, deleted or added to at a General Meeting, the notice of which shall specify exactly the wording of the proposed alteration or addition together with the original wording of the rule to be amended or deleted, and shall have immediate effect unless specifically stated otherwise.
